特朗普对中国征收20%关税

当地时间 2025 年 3 月 3 日，特朗普发布行政命令，修订其 2 月 1 日发布的第 14195 号行政命令第  2（a） 条，自 3 月 4 日起对中国的关税从 10%提高到 20%。

该行政命令关键法律条款引用

• 《国际紧急经济权力法》IEEPA（50 U.S.C. 1701）：授权总统在国家安全威胁下实施经济制裁。

• 《国家紧急状态法》（50 U.S.C. 1601）：为宣布国家紧急状态提供法律框架。

• 《贸易法》第604节（19 U.S.C. 2483）：允许调整关税税率。

• 《美国法典》第3编第301节：授权总统将职能委托给行政部门

特朗普第二任期对中国加征关税时间线

2025 年 2 月 1 日：第 14195 号行政命令（初始关税10%）。

2025 年 2 月 5 日：第 14200 号行政命令（修订关税范围）。

2025 年 3 月 3 日：本命令生效（税率升至 20%）。

中美贸易额

2024 年，中国货物进出口贸易总额为 6.12 万亿美元，中美货物贸易总额为 6882.8 亿美元。对美进出口占中国货物贸易总额的约 11.2 %。其中，中国对美国货物出口 5246.56 亿美元，中国自美国货物进口 1636.24 亿美元。美国 20%关税对中国货物对美国的出口、美国国内物价、全球供应链稳定、多边贸易体系，以及中美关系都将产生深刻影响。我商务部发声将反制。
